CWA & the AFL-CIO have endorsed candidates from both major political parties in elections from the top to the bottom of the ballot. These candidates have pledged to look out for your interests as members of the labor movement. Many are even fellow union members.
Every Remaining Saturday through Election Day (Nov. 4th) from 9:00 AM – 12:00 PM at locations across New Jersey, CWA and other labor unions across the state will be canvassing union households reminding them and their families the importance of voting.

This isn’t just about politics, it’s about your contracts, your jobs, and your future. It matters who the governor is, he/she is ultimately your boss. CWA is supporting Mikie Sherrill for Governor and Dale Caldwell as Lt. Governor, who are committed to protecting workers’ rights. CWA and the AFL-CIO have endorsed candidates in both political parties all over the state who have given their commitment to stand up for organized labor and state workers.
As CWA Local 1031 President Kathy Hernandez said: “We need a consistent presence and large contingents to come out in every county, so we urge you to get involved.”
As most of you are already aware, in order to avoid extraordinary rate increases in our health benefits, CWA and the other unions representing state workers have negotiated some changes to our health insurance plans. You have probably received, and will continue to receive, more information about those plan changes.
The changes to the health insurance & the tight timeframe required will force the state to hold two open enrollments for health insurance benefits. One has already begun and will run through October 31, 2025. This regular open enrollment period will allow you to change both medical and dental coverage, add and drop dependents, as well as set up contributions to your Flexible Spending Account (FSA). The second special open enrollment period has not yet been scheduled, but, with a few exceptions, most of the changes we’ve negotiated to our healthcare coverage will not go into effect until after this second open enrollment takes place.
To avoid any unnecessary confusion, CWA is recommending that anyone thinking about changing their health insurance plans due to the upcoming changes not make any changes to their coverage during this first open enrollment period and instead wait until the special open enrollment period is scheduled.
Members who need to make changes like adding a dependent or who had already planned on switching plans for next year can feel free to make those selections during October, so they can go into effect at the beginning of 2026. Those who wish to change their dental coverage or set up an FSA account for 2026 must do so during the month of October, as the special open enrollment period will not allow for making those changes.
Please be aware, that if you log into Benefitsolver to make health plan changes, it is possible that you will see inaccurate information about the health plans or their costs. There will be no increase in the premium members pay in 2026.

Our branches will be hosting informational meetings throughout the month of October to allow our members to better understand the coming changes, ask questions, and learn how we got here, so please keep an eye on your emails or contact your branch president or shop steward for more information on those sessions.
After months of tough bargaining with the State of New Jersey, we are proud to announce that our union has reached an agreement on the State Health Benefit Plan that protects our access to quality, affordable healthcare while pushing back against a potential double-digit increase to our contributions and $100 million in cost-shifting that had been mandated by the State budget.
The State Health Benefits Plan premiums were projected to rise over 17% in 2026, which would cause a double-digit increase in our paycheck contributions. Our state executive branch contracts require bargaining to try to minimize this increase. CWA partnered with all other executive branch unions to jointly negotiate against these premium hikes.
Also, the State’s budget included a mandate for $100 million in healthcare “savings” in the first half of 2026. Too often, those “savings” come straight out of workers’ pockets in the form of worse benefits, much higher copays, and deductibles. In fact, the State proposed changes to our plans that would have shifted thousands of dollars onto members. We went to the table determined to prevent that. The agreement we won ensures healthcare costs are reduced without putting the entire burden on you and your family by getting the State to agree to actual cost-saving measures that will help reduce further unnecessary increases in healthcare costs.
Most changes (with a notable exception being GLP-1 Weight Loss co-pays) will not go into effect until 2026. Members will have suitable time to learn about the changes and how they will affect them before and during the open enrollment period, and members will have the opportunity to speak with their CWA Healthcare Ombudsperson with any questions they have about plan changes.
This is not the end of our fight—it’s a step forward. The agreement requires continued oversight, innovation, and accountability from the State. Whether we win stronger governance and cost-reductions through bargaining, legislation or joint efforts with the State, we will keep fighting for high-quality, affordable healthcare. Your union will remain vigilant and engaged at every stage to make sure these commitments translate into real savings for the plan, not cost-shifting onto members. We reached this outcome because of the strength and solidarity of our members. By standing together, we forced the State to work with us in addressing the rising costs of healthcare.
